Steven Rosenberg, Ph.D.
President Emeritus
Dr. Rosenberg received his doctorate in School Psychology from Kent State University in 1977. Upon graduation, Steve wanted to impact schools in the most efficient and significant ways possible. In 1977 he and several colleagues founded PSI, then known as Prevention: Systems Intervention. This predecessor to RTI and systems wide programming became PSI’s entrance into schools in the early days. PSI’s Service parameters varied from standard related service models to programmatic and professional development. Starting with just a few schools in the late ’70s we now serve over 500 in Ohio and Michigan with a very wide range of services and service models. PSI has over 1,000 staff members serving students and school communities.
Meredith Sitko, B.Ed., RN, CHES, NCSN
Executive Vice President
As the Executive Vice President of PSI, Meredith Sitko oversees all organizational activities, both at micro and macro levels. With over 15 years of experience as a Registered Nurse, Licensed Teacher and Certified Health Education Specialist, Meredith brings substantial expertise and knowledge to her role. Beginning at PSI as a school-based nurse, Meredith has advanced to positions of increasing responsibility, such as Health Educator, Health Supervisor, Director of the PSI School Health Department, and now leads the entirety of the PSI Team.
Meredith’s passion lies in facilitating collaboration among the PSI Leadership Team to refine and enhance current practices while expanding infrastructure and program offerings to strengthen PSI’s services nationwide. She holds licensure as a teacher in Ohio and is also a Certified School Nurse.
Working closely with specialty teams at PSI, Meredith has played an integral part in refining current programs and spearheading new initiatives to position PSI for further growth and development. Her priority remains on implementing strategic plans that incorporate creativity and innovation through training and education programs, establishing new partnerships, and facilitating expanded opportunities to serve students.
Meredith is a proud alumna of Kent State University and finds fulfillment in balancing her professional endeavors with being a devoted mother to her three young children.
Tammy Lyman
Director of Finance
Tammy is the Director of Finance at PSI. Her responsibilities include all financial aspects of PSI programming, Additionally, Tammy oversees a full team of finance support personnel who are engaged in billing, payroll, payables, receivables, contracts and services. Tammy has also served on the PSI Executive Team and continues to collaborate on PSI’s strategic planning.
Tammy is a graduate of The University of Akron and has worked for Fortune 500 companies in a variety of administrative and financial positions. She has been with PSI for over 15 years, which has prepared her for her current responsibilities.

Robin Caston-Bert, M.A., CCC-SLP
Vice President of Operations
Nonpublic School Services
As the VP of Operations for Nonpublic School Services at PSI, Robin Caston-Bert oversees all educational initiatives tailored for the diverse non-public schools within our purview. Under her guidance, this department has flourished, boasting a team of hundreds of skilled and dedicated professionals delivering a comprehensive array of services.
Robin’s expertise extends to navigating the intricate landscape of local, state, and federal funding sources utilized by our client schools. Her adept understanding ensures compliance with the complex regulations governing these services, providing invaluable support to our partner schools and districts.
In her role, Robin manages operations across various funding channels, including non-public auxiliary services, Jon Peterson/Autism Scholarship services, and the expansive parameters of Title services. Collaborating closely with school staff, public school administrators, building principals, and parents, she maximizes the utilization of these programs to meet the diverse needs of our partner schools.
With meticulous attention to detail, Robin has facilitated understanding of the legal framework surrounding auxiliary and scholarship services for PSI staff and partner schools alike. She is committed to planning and executing PSI’s Educational Support Services to ensure students receive the support they require.
A Kent State University graduate and licensed SLP, Robin’s journey with PSI spans over 20 years, during which she has served in various capacities, including as a Speech/Language Field Supervisor. Among the myriad services she oversees in non-public schools are Psychology, Speech Language Pathology, teaching positions across diverse disciplines, PT, OT, TESOL instruction, Behavior Specialists, and Virtualpsi , our virtual learning platform.
Outside of work, Robin is a passionate beekeeper who delights in protecting our pollinators through mindful apiary management.
Amanda Mooney, M.A., Psy. S.
Vice President of Operations
Charter and Public Schools
Amanda Mooney serves as the Vice President of Operations servicing our Charter and Public School partners. Amanda brings nearly two decades of experience as a school psychologist to her role. With a distinguished tenure within the PSI leadership team, Amanda has garnered extensive expertise in special education regulations and practices at the local, state, and federal levels.
Known for her commitment to excellence, Amanda has earned the trust of both new and longstanding partner school districts supported by PSI. Alongside the leadership team, she is dedicated to delivering efficient, effective, and cost-conscious services to all schools within PSI’s network.
During her work in schools, Amanda played an integral role in facilitating the implementation of Multi-Tiered System of Supports (MTSS) at the building level, contributing to the development of benchmark and progress monitoring systems utilized across schools. In her tenure at PSI, she has provided direct field supervision for a diverse range of educational professionals including psychologists, counselors, social workers, OTs, PTs, TESOL instructors, and teachers. Additionally, Amanda has contributed to the oversight of special education services delivered by PSI staff across charter, non-public, and public schools.
In her capacity as Vice President of Charter and Public School Educational Services, Amanda collaborates closely with Robin Caston-Bert, Vice President of Nonpublic Educational Support Services, and Kristy Dolsak, Vice President of Title I Services to ensure the seamless provision of educational services across the board. Together, they lead PSI’s Educational Services with professionalism, expertise, and a steadfast dedication to student success.
Christine Worthington, M.A., CCC-SLP
Senior Program Manager, PSIConnect, Summer Learning, University Clinical Experience, Employee Engagement
As a seasoned Speech-Language Pathologist with over three decades of experience in school-based services, leadership, and management, Christine Worthington brings a wealth of expertise to her role as the Senior Programs Manager overseeing critical initiatives at PSI. Her dedication and enthusiasm in managing each program she oversees have been instrumental in their ongoing success.
In addition to her commitment to bettering the communication skills of students, Christine specializes in the delivery of PSI’s virtual services encompassing Speech Pathology, Occupational Therapy, TESOL Instruction, Psychology, and Counseling . She possesses a remarkable ability to effectively design tailored programs suited for the needs of client schools. This reflects her deep dedication to her work and the individuals she serves.
Prior to assuming her current position, Christine served as a PSI Speech-Language Field Supervisor and mentor. A graduate of Cleveland State University, she also enjoys being an avid football fan, with several family members actively involved in collegiate athletics and coaching.
Kristy Dolsak, M.Ed.
Vice President of Operations
Title I Programs
As the Vice President of Operations Title I Programs at PSI, Kristy Dolsak brings a wealth of expertise in federal law and Title I requirements. With a background as an Intervention Specialist, Kristy has dedicated many years to supporting non-public schools within PSI’s network. Her journey with PSI has seen her transition from the classroom as an Intervention Specialist to the role of Non-Public School Coordinator, culminating in her current position as Vice President of Operations Title I Programs.`
Kristy is passionate about assisting schools in maximizing the potential of this funding source to provide eligible students with essential support in areas such as reading, math, and social-emotional learning. Her extensive knowledge and experience ensure that schools can navigate Title I requirements effectively, ultimately benefiting the students they serve. Additionally, Kristy plays a key role in the implementation of JP/Autism Scholarship and Auxiliary Services programs at PSI.
Kristy also finds fulfillment in family life and being a devoted mother to her two daughters, who keep her happily occupied outside of work.
Milagros Zavalia Ed.S, NCSP
Team Leader- PSI Español
Milagros is a Bilingual School Psychologist who recently joined the PSI team. She was born in Argentina and moved to Miami, Florida at a young age. Milagros studied Psychology at Florida State University for undergrad and received her Education Specialist degree (EdS) in School Psychology from Florida International University. She has experience working with people from diverse backgrounds, and ages, ranging from preschool to the elderly. Milagros enjoys cooking and reading on her free time. She is fairly new to Cleveland and excited to explore the new city!

Carly W. Wilbur, M.D., FAAP
Medical Director and Board-Certified Pediatrician, University Hospitals, Rainbow Babies and Children’s Hospital
Dr. Carly Wilbur serves as PSI’s Medical Director and is a board-certified pediatrician with University Hospitals Rainbow Babies and Children’s Hospital in Cleveland, Ohio. She graduated from Barnard College, Columbia University in New York City, and earned her M.D. from Albert Einstein College of Medicine. She returned to her hometown of Cleveland to complete her internship and residency at the Children’s Hospital at the Cleveland Clinic and joined University Hospitals as an attending physician and clinical instructor in 2003. Dr. Wilbur cares for infants, children, adolescents, and young adults at UH Rainbows Suburban Pediatrics with Offices in Shaker Heights and Solon, Ohio.
Heidi Poschner, MSN, RN, NE-BC, LSN
Vice President of Operations, PSI Health Services
Heidi Poschner is the Vice President of Operations, PSI Health Services, overseeing a dedicated team of nursing staff who provide crucial services to students in diverse school environments. Collaborating closely with colleagues, Heidi plays a vital role in expanding and enhancing PSI’s array of health services for client schools across Ohio and expanding into other states. Additionally, Heidi plays a significant role in PSI’s Telehealth initiatives, coordinates clinical experiences for university programs, and is passionate about employee engagement and connecting with staff and our school partners.
With over 20 years of nursing experience, Heidi’s background in high-level nursing management ensures that students and their families receive top-quality care. Heidi’s commitment to excellence led her to achieve Nurse Executive Certification and a Master’s in Nursing. Since joining the PSI School Health Team, Heidi has infused her work with boundless energy and passion. She has obtained her Ohio School Nurse Licensure to further enhance PSI’s expertise in delivering comprehensive school health services.
A graduate of Chamberlain University and the University of Ashland, Heidi brings a wealth of knowledge and unwavering dedication to her role. Outside of her professional pursuits, she has a deep affection for animals, with previous experience as a vet tech, and holds a special place in her heart for her family and all things Disney.
Lynn Chrostowski, RN, BSN, MSN, NCSN
Health Services Program Manager Staff/Clinic Services
Lynn Chrostowski is an invaluable asset to the PSI School Health Services Department, playing a pivotal role in its creation and ongoing growth. Throughout her tenure, Lynn has been instrumental in shaping the development and direction of PSI’s Health Services, collaborating with numerous staff members, building principals, and administrators.
With a diverse background in nursing, including experience in hospital and nursing administration, Lynn brings a wealth of expertise to her role as a long-serving Nurse Manager and administrator at PSI. She is dedicated to providing unwavering support and guidance to staff, principals, and parents across the schools PSI serves, ensuring the delivery of top-quality services. Lynn holds a Bachelor’s degree in Nursing from the University of Akron. and a Master’s degree in Nursing from Kent State University.
Beyond her professional commitments, Lynn finds fulfillment in her roles as a mother of two children and a grandmother of three young grandchildren.
Debbie Osysko, RN
Manager of Operations
Debbie has worked as a Registered Nurse wearing many hats in her more than 20 years at PSI from providing care in school clinics to overseeing provision of services as a Health Services Field Supervisor and more recently managing partner school contracts with the Director of Operations.
Debbie has managed various programs and has overseen the operations of the PSI Health Orientation Program and Continued Education/Staff Development for the Health Services Team. Additionally, she co-developed and ran the PSI Screenings Program now serving hundreds of schools to meet mandated requirements.
Debbie works directly with Meredith Sitko, Director of Strategy and Operations to support and assist with the overall implementation of the PSI Strategic plan and day to day operating responsibilities. Debbie’s attention to detail and unique background makes her a continued asset to PSI in her current role.
Debbie has an incredible ability to remember all the things and is a doting grandmother.
Paula Harris, RN, CNN, CHPN
Special Needs Manager
Paula specializes in services to medically fragile and disabled students requiring specialized nursing services. Paula’s extensive pediatric and nephrological background provides the Special Needs Students, their parents, and teachers with the very best professional and support services possible. “The best part of my job is watching the faces of those students who would not be able to succeed in school without the help of our specialized health staff supporting these students.”

Faith Kover, M.Ed
Director of Prevention, Training and Education
Faith Kover brings over 16 years of experience as a School Counselor to her role as the Director of Prevention, Training, and Education, as well as the Crisis Team Leader at PSI. Her extensive background equips her with valuable insights into the needs of students and educational professionals within the school environment.
Driven by a genuine commitment to supporting schools in addressing the diverse needs of their communities, Faith collaborates closely with school administrators. She actively contributes to the design and implementation of programming, offers support during crises, and fosters collaborative efforts to enhance the overall educational experience.
Faith holds degrees from Baldwin-Wallace College and Kent State University, with a strong foundation in Psychology and School Counseling. Outside of her professional endeavors, she leads a fulfilling family life, raising two children alongside her husband, who is a dedicated teacher and high school football coach.
With her dedication to education and passion for creating positive school environments, Faith plays a pivotal role in advancing the mission of PSI.

Jacob Farrar
Director of University Relations
Jacob Farrar has been the Director of University Relations at PSI since January 0f 2023. His experience and background is in building and fostering strong connections with universities to engage both faculty and students. His previous roles include serving as the Sr. Director of Employer Engagement for the College of Business and as the Director of the Gary L. and Karen S. Taylor Institute for Direct Marketing at The University of Akron. Throughout his tenure at University of Akron, Jacob focused on creating programs and forging relationships that empowered students to acquire essential skills and establish connections with local employers.
Before venturing into academia, Jacob gained more than a dozen years of invaluable experience working with renowned brands like Sony, Wyndham, and ADT Security Services. He holds a Master’s degree from Northwestern University’s esteemed Integrated Marketing Communication graduate program and a Bachelor’s degree in Marketing Communications from Brigham Young University.
Jacob, alongside his wife Lisa, recently relocated to Ohio from Central Florida, bringing their loving family of four children with them. Originally from Seattle, Jacob revels in outdoor activities and engages in year-round sports with his family. A talented sports photographer, he has lent his skills to the University of Akron Athletic Department and the Northeast Ohio Golf Charities & Foundation. With his wealth of experience and passion for connecting with universities and supporting students, Jacob is an invaluable asset to PSI’s University Relations team.
Nakia Levett, SHRM-CP
HR Manager
Nakia Levett is a dynamic HR Manager with over 20 years of comprehensive HR experience. As the leader of the Human Resources Team, she brings exceptional expertise in employment law, employee relations, training and development, and compliance.She is passionate about HR and is committed to staying current with industry trends, best practices, and legislative changes. Nakia’s exceptional contributions to the field of Human Resources have been widely recognized, and she’s recently worked as an HR consultant, providing strategic HR support and guidance to over 40 clients in the Greater Cleveland/Northeast Ohio area.
Nakia began her HR career in 2003 as an HR Administrator, where she played a crucial role in developing policies, managing recruitment processes, and facilitating the onboarding of new employees. She’s held various HR roles across diverse organizations over the years, consistently expanding her responsibilities and mastering her skills within the field. Nakia holds a Bachelor’s degree in Management and her notable accomplishments also include holding the prestigious Certified Professional designation from the Society of Human Resource Management (SHRM). As a talented and dedicated HR professional, Nakia brings invaluable expertise and leadership to the team at our business.
